Symptom: when induce SPI mcast high priority ack barrier timeout twice in one minute, s/w doesn't take link off line permanently Conditions: The HW team's recommendation is to permanently shut such repeat offenders. But the driver does not perm-shut the links and keeps bringing them up. Whan a fabric hardware on a particular plane goes bad and keeps affecting the barrier/data flow in such a way that the links from that plane to fabricq ASICs timeout for barriers, such links must be perm-shut to prevent the problem from affecting other planes.
