Description (partial)

Symptoms:
SSM static-mapping does not happen correctly in certain scenarios. Configured SSM ranges have the override flag enabled in pim, unless 'ssm allow-override' is also configured. When there are overlapping ranges, with the more-specific range for SM and less-specific range for SSM, PIM gives preference to the SSM range, due to the presence of the override flag. However, IGMP does not honor the override flag and always does a longest-prefix lookup to figure out the range for a group address.

Conditions:
This issue will be hit if we have two overlapping ranges, with the less-specific range having the override flag set and the more-specific range having the override flag reset.
