Description (partial)

Symptom:
 On a non-owner SDR if you try to configure a usergroup with the taskgroups
cisco-support and root-lr the configuration fails if you configure the root-lr
taskgroup first or both at the same time.

 DRP/1/13/CPU0:ios(config-ug)#taskgroup root-lr
 DRP/1/13/CPU0:ios(config-ug)#taskgroup cisco-support
 DRP/1/13/CPU0:ios(config-ug)#commit

 Conditions: This problem is not seen on the owner SDR and happens in
all versions of IOS-XR.
