Symptom:

May see following errmsg 

%DUAL-5-NBRCHANGE: EIGRP-IPv6 ... resync: route configuration changed

when issuing a 'no ip prefix-list ...', though the configuration does
not result in any change of the prefix-list.
 

Conditions:

This occurs with both IPv4 and IPv6 prefix-lists when being referenced
from eigrp.  It occurs when configuring the 'no ip prefix-list ...'
command is unsuccessful.  Examples of such situations are no entries
existing that match the configuration and incorrect seq number.
