Description (partial)

Symptom:
ASR1K dropping small fragmented udp packets, udp fragments  less than 28 bytes
Conditions:
Windows XP Client login process to an Active Directory server in DC is slow. Windows client is connected to a branch site and running GETVPN across an MPLS cloud. ASR1K is acting as a GETVPN GM Headend router.
