Description (partial)

Symptom:
Although the data interface is pingable after the interface has been brought up by "no shut" command, new call attempt fails for a while (approximately 2 minutes).

Conditions:
After doing, from the CLI, "shut" followed by a "no shut", the data interface might have come up but the signaling software may not be fully operational for approximately 2 minutes. A new call attempt at this time will fail.
