Description (partial)

VSS switch can go into RPR-mode after a switchover, after seeing this in the boot-cycle:

*Feb  3 15:18:14.147: %ISSU-SP-3-PEER_IMAGE_INCOMPATIBLE: Peer image (s72033_sp-ADVIPSERVICESK9_WAN-M), version (12.2.(33)SXI3) on peer uid (350224405) is incompatible
*Feb  3 15:19:50.627: %RF-SP-5-RF_TERMINAL_STATE: Terminal state reached for (RPR)

this occurs if you have configured 'monitor traffic-utilization fabric'
for on of these switch/module/channel-combinations:


as these create bogus similar line for unexisting slots (tested on c6509),
which cannot be manually removed.

ex.sw1/mod3/ch1, also creates line for
sw1/mod16/ch0 (but slot 16 doesn't exist)

Seen in SXI3, and SXI2a, (didn't test earlier versions)
