IPv6 ACLs not filtering correctly.

IPv6 ACLs that use special logic on E3 Line Cards to match layer four operations (range,gt,lt,neq) may not function as expected. 
This may result in traffic being permitted or denied that was unintended. Issue impacts Egress and Ingress.
