Symptom:
4th Gen Phones:
We are able to reproduce lip sync issue with a point-to-point Video call between two RT end points. The lips remote phone doesn't match the words coming from the remote side's mouth.

Conditions:
A point to point Video Call was established. 
Able to easily reproduce the lip sync delay.
This is between two 4th Gen video phones.
