Description (partial)

Symptom: spurious warning "cpp_qos_ea_ss_conf_handler:450:EVENT ss init failed File exists"  on qos_ma_ea process restart 

Conditions: when we restart the process qos_ma_ea only qos-pal is restarted and not 
cpp_cp_svr process. There is a struct being allocated in the context of cpp_cp_svr,  
which is initiated from qos_ma_ea. In restart cases, qos_ma_ea calls the same        
function. But, since the struct is already allocated by cpp_cp_svr during the first  
qos_ma_ea process start, cpp_cp_svr returns EEXIST. Hence we are getting the       
warning message.
