Description (partial)

IPS license update from CSM requesting more than 9 software licenses within a 3 minute period either manually or through scheduled task may be blocked by the SWIFT license server. There are no visible indications in the CSM 3.3 & 3.3.1 GUI or error log to indicate that access to the license server was blocked. 

The default configuration of the Cisco Security Manager 3.3 can overload the Cisco license server and cause license requests to be blocked. 

Problem usually happens if there are lot of IPS devices managed by a single CSM server.
