Symptom:

Under stress condition, due to getbuffer failures or inband interface throttling, inband may drop BPDUs. This affects the reliability of control protocols.

Conditions:

To minimize the impact from control plane instability, a notification mechanism is needed to inform inband clents before packet drop happens and after regular operation resumes on a particular port. This will benefit fast UDLd and also can benefit other upper layer protocols.
