When configuring new HSRP groups in dot1q subinterfaces of ES20 physical ports, 
all HSRP groups under that physical ES20 intefrace may flap just right after the implementation 
of a that HSRP group or when triggering a HSRP failover of any of the existent HSRP groups.

Events happening chronologically after the config change:

- All HSRP groups are unexpectedly moving to INIT state on c7600 side.
- Then the other end connected to the ES20 port is reporting a link updown event.
- The link is also flapped in the c7600 side at that moment (link updown).
- That causes an other renintialization of HSRP with all groups moving to INIT
- That causes the issue to start over again.


- Same HSRP group is configured in all the subinterfaces.
