Description (partial)

Call failures are observed in end-to-end RSVP supplementary services,
particularly in transfer call scenarios for both blind and supervised transfers
and conference calls.
CUCM release: 8.0(1)
Blind Transfer scenario:
 - Skinny Phone-A in cluster-1 calls SIP Phone-B in cluster-2.
 - Phone-A presses Transfer and dials Phone-C in cluster-1.
 --------  call fails here due to out-of-sequence SIP messages  -------------
 - Phone-A presses Transfer, Phone-C answers, and transfer completes.
