Symptom:
The system password format structure doesn't meet the requirment

Verizon Technical Requirment:
5.1.6.8.11	The system MUST enforce at least the following password format structure: at least one numeric, at least one alpha character, and MUST NOT contain the account UserID in the password.

Actual Result:
on GUI,there is no password format requirment for input.
Conditions:
The system password format structure doesn't meet the requirment
