Symptoms:<B/> Modems cannot go the online (w-online) state after all the cable line cards are reset.

Conditions:<B/> This issue occurs when there are two working line cards, line-card-1 and line-card, in a Hot Standby Connection-to-Connection Protocol (HCCP) group. The protect line card  protects the working line-card-1 before reset or power off. The working line-card- 2 then boots up before the working line-card-1, and the working line-card-2 gets the wrong downstream service group data. The same issue is observed when there are more than two working line cards.
