Description (partial)

Symptom:
Text Conferencing Counters in RTMT do not appear to be working.
Other counters, such as Message Archiver, some Connection Manager counters are not working.
Issuing command "pidump -t CiscoXCP" shows "NumOfAllocatedInstances=0" for "Cisco XCP TC" even though Text Conferencing Service is running.

Conditions:
The instance-id of the SNMP oids that the counter values are being published on are not starting from 1.
Issuing the command "snmpwalk -v2c -c xcp localhost:6161 .1.3.6.1.4.1.9034.4" shows oids ending in a value other than 1 or 2.

e.g. In this example the oids have an instance-id of 7
