Description (partial)

Symptom:
An L3 routed rserver may show ARP_FAILED.

Condition:
An rservers could get in this situation if it were originally configured as L2 rservers, and then that interface was brought down or deleted from the config.  The rserver state in this case would go to ARP_FAILED and the state would not get updated after it became an L3 rserver.
