Description (partial)

Symptom:
WebAuth ignores reauthentication request via SNMP today. This is using the MIB 1.3.6.1.4.1.9.9.656.1.4.1.1.20.10102.

When the session is in dot1x/MAB authorized today, the SNMP reauthentication request is honored today.

Conditions:
Issue is triggered when a switched is configured with SNMP server as the NAC Profiler, trying to reauthentcate a newly discovered endpoint.
