Description (partial)

Symptom:
 network validation was failing after changing Primary DNS ip address and we
were not able to upgrade subscribers.

Specific error on "utils diagnose test" was:

test - validate_network    : Could not send/receive UDP packets to publisher  
- Is network connection to the publisher up?
- Is the MTU size correct for this network?
- Does the network allow packet fragments?
"

OR

"
test - validate_network    : Error, intra-cluster communication is broken,
unable to connect to [10.89.124.246]                             Error,
intra-cluster communication is broken, unable to connect to [10.89.124.245]
"

See attached upgrade-failure-log for upgrade error on subscribers.

 Conditions:
 Primary DNS ip address was changed, but no services were restarted.
