Description (partial)

Symptom:
 On a CRS-1 the number of interfaces counted via SNMP in ifNumber
 may be significantly larger than the number of interfaces walked thu IF-MIB
 
 Conditions:
 This occurs in 3.8 and later releases where walking IF-MIB with
 SystemOwner privilege allows to poll the CE (Control Ethernet) interfaces.
 If the SystemOwner privilege is not configured, 
 the ifNumber still counts the hidden CE interfaces, 
 causing a returned value for ifNumber larger than expected.
 The problem only affects systems with CE interfaces, c12k is not affected.
