Description (partial)

Symptom: Currently, the command reference for the 'sysopt connection timewait' only indicates that it will force each TCP connection to linger a shortened TIME_WAIT state of at least 15 seconds after the final normal TCP close-down sequence.

It has been confirmed by development that a RST packet(not a normal TCP close-down sequence) will also trigger the 15 second delay. The firewall holds on to the connection for 15 seconds the last packet on conn (either FIN/ACK or RST). This should be mentioned in the doc.
