Fragmented UDP packets are dropped

ASR1002 is configured as a GETVPN GM (WAN Headend). Branch routers are sending SNMP replies (UDP) that are fragmented pre-encryption in the branch GM's. Only the first fragmented packet makes it to the SNMP server and the second packet is dropped in the ASK
