Cisco Bug: CSCte66351 - SFC OIR caused the LCs to bringdown state even Redundant SFC avalaible

Description (partial)

SFC OIR caused all LC's to go down. 

These were the events leading to LC's going down:
- Did Primary CSC OIR, remove and then insert.
After some time did SFC OIR, remove and insert, all Lc's were brougt down because    \
of low bandwidth.
- First time during CSC OIR, CSC card was not inserted properly,this caused CSC      \
fabric errors and made CSC to go in to not synched state.
Which means though CSC is inserted it is not functional.
- And then removed SFC, which caused low bandwidth because there are
no sufficient fabric cards now in chassis.
- And later when re-inserted the SFC back, then it should have got
synched to primary clock and bandwidth should have been available.
But this didn't happen.

So the problem is "why SFC card re-insert didn't recover the Lc's".
