Description (partial)

Symptom:
When importing users via LDAP, the process is that they have to first be exported from the LDAP database UC contains, then re-imported as LDAP users.  Shortcutting this process and creating a custom CSV for import will not work and will cause problems in the future if alias don't match AD, etc.  This shouldn't be allowed.

Conditions:
UC 7.x using custom CSV files for import of LDAP users
