Cisco Bug: CSCte62813 - CME: 'time-zone' command does not include "Pacific SA Daylight Time"

Description (partial)

Symptom:
Time Shows Incorrect in for phones configured in Chile during Summer Time.

Conditions:
In Chile, Summer Time or DST otherwise known as CLST is GMT -3 and their Standard Time is CLT or GMT -4.  

This is similar to Atlantic Standard Time where they would currently be in GMT -4 and then move to ADT or GMT -3 in March but it is opposite.

THere is no correct time-zone list in CME's 'time-zone' to account for this.  In CUCM, they list the time zone as Pacific SA Daylight Time and likewise in their configuration file it shows as such. (see below)
