Description (partial)

Symptom:
Backward compatability not ok in 8.0.1-10000-21 version of cucm

Conditions:
1. Download RTMT from 8.x version. 
2. Login to a 7.x version CUCM server using the 8.x version of the RTMT. 
3. RTMT fails to log into the 7.x version of cucm and it hangs if the tz tables on the server and the clients are not in sync.
