Description (partial)


Inband to RFC 2833 DTMF fails due to Transcoder allocation failure. 

- 'show sccp conn' and 'show call active voice brief' will not show any transcoder allocated
- debug sccp all will show that SCCP version 0 returned to the SIP stack 


SIP Provider---G711u/inband------>CUBE1-----G711ulaw/rtp-nte----->CUBE2---G711ulaw/sip-notify------>CUCM

Conditions on CUBE 1 :
1) Codecs on inbound and outbound dialpeers are the same G711ulaw or G711law (Cannot use G729 as that could skip the inband detection)
2) Multiple DSPfarms (could be inbox or out-of-box) registered on the CUBE . 
3) Some of the higher sequence tag dspfarm unregister
