VideoInterop: Max-fs conversion over H323 causes lower video resolution

This is an SIP to H323 protocol interop issue. 3rd pary SIP endpoint calls over H323ICT to another 3rd Party SIP endpoint does not reach HD.  It should reach 720p, but only reaches 576p since the conversion of the max-fs parameter from SIP to H323 back to SIP loses some value in the conversion.  

SIPEP1 --> H323ICT --> SIPEP2

For example, SIPEP1 sends max-fs=3600 in the invite to CUCM.  CUCM converts max-fs to H323 equivlant field by 3600/256=14.0625 and rounds the value down to 14.  So, 14 is passed across the H323ICT and when it's converted back for TBSIP2, it does 14*256=3584.  Since the max-fs passed to SIPEP2 is < 3600 it can not reach 720p.
