Description (partial)

Symptom:
 Failure in successfully creating a new circuit passing through a Raman node.
 Circuits remain OOS. Diagnostic and Fix indicates that APC is stuck on the
node regulation, so no further channels can be added.  
 
 Conditions:
 Second channel added on a Raman node.
 VOA Attenuation ref on the DC-TX port of the RAMP card is set to 0dB by APC.
 Power Setpoint on the input port (COM-RX) of the PRE amplifier downstram the
RAMP card is not meet.
 Delta power between setpoint and current value is less than 2dB (within
tolerance).
 APC status is enable and no APC-OOR raised by the RAMP card
