Symptom: Traffic on a priority class receives more bandwidth than what has been configured. Conditions: When configuring "priority percent" on a QOS service-policy, if the class-default has "fair-queue" configured, the rate on the priority class is not honored and the priority class can realize up to line rate bandwith.
