Symptom:
BGP process restarts

Conditions:
When receiving a specially crafted BGP update on a 4 Byte ASN speaker from a 2 Byte ASN speaker it is
possible that the BGP process restarts.  This is different to the vulnerabilities documented in
http://www.cisco.com/warp/public/707/cisco-sa-20090818-bgp.shtml .  This particular vulnerability could
not be caused by any incorrect BGP routing update.  It requires a specifically crafted non-rfc compliant
packet.
