Description (partial)

  When Pin is changed using the SetPin button for an EM logged in user, and the
 locale used contains special characters(non-ascii), questions marks are
 displayed on the screen, when the pin change is successful.
   When the user has "User Must Change at Next Login" checked for PIN, and the
 user does an EM login, the user is redirected to the change pin page, with a
 message which is also displayed as question marks.
  Locales used contain non-ascii characters, for example , Japanese locale.
