Description (partial)

If two different SIP INFO requests for the same call are received, one immediately after the other, CUCM responds to the second INFO twice but does not respond to the
first INFO. Eventually the first INFO times out and the call is torn down by the sender of the INFOs.

You may experience this any time multiple SIP INFOs are sent without waiting for a response for the previous one beefore sending the next one.
