Description (partial)

Authorization is always happening from the first tacacs server in the 
global list of tacacs servers irrespective of the server configured for 
authentication and authorization. 

This happens in the following scenario
1) Configure two tacacs servers one and two
2) Configure tacacs server group with server two in it
3) Use server-group two for authentication and authorization.

We can still observe that the taskmap from server one is applied to the 
user instead of server two.
