PGW responds SIP reinvite with video codec with recevonly.

A call come in from PSTN to which is for a conference facility for which the call originator enters a pin. The customer equipment then sends an invite (codec 18/101) which is responded to correctly, then another invite is sent (18/96) plus the video codec h263 which gets a response back stating that the media is recvonly.

The customer offers an H263 invite which should be ignored by the PGW, however the return offering changes the media to uni directional (the calling party is not heard). In the same Re-Invite that iHub offer the video codec they also change the payload id for the telephone-event codec from 101 to 96. The MGX appears okay with this and returns 96 in the response. That appears to be the only significant difference in the MGCP request/response for the earlier Re-Invites and the one that results in recvonly coming from the PGW.
