Description (partial)

Symptom:
Active SAMI processor resets at the same time when standby GGSN is reset

Conditions:
* Applicable to non singleip applications only (each SAMI PPC has its own ip address).
* Happens when reload is done either from Sup or from LCP (not when reloaded from PPC).
* Happens when the standby ggsn at a HIGHER hsrp priority (or having higher physical interface IP address compared to peer Active).
