Description (partial)

Symptom:
OIR upgrade from mc520X to mc2020V will fail when Docsis mode is Annex A and spectrum range of (5-65 Mhz) is  configured.
The failure of the OIR upgrade will be seen via messages and all the Cable interfaces will be placed in "administratively down" state.

Jan 14 09:15:20.978: %UBR10K-6-COMPAT_SHUTDOWN_CARD: Failed to restore the configuration for Cable8/0/4.

Conditions:
If Annex mode is configured as Annex A on downstreams of a mc520X card and the upstreams are using spectrum range of 5-65Mhz, the upgrade of this MC520X card to a mc2020V will fail.
