Symptom:
Outbound Option Dialing List records that were imported prior to upgrading to UCCE 8.0(1) are not being dialed by the UCCE 8.0(1) Dialer. 

Conditions:
UCCE 7.5(8) with Outbound Option Ugraded to UCCE 8.0(1)
