Description (partial)

Symptom:
When the vPC Peer link between two N7K is broken, traffic flooding is seen throughout the test network. 

Conditions:
vPC Peer Link is broken at aggregation layer between 2 N7Ks. An ungraceful_shut on the member ports of the vPC on the N7k is observed. On the N5k, an Out_of_Sync_PDU is received. The N5k then tries to flap the port and then sends out a TCN to the N7k.
