PPP MA crashes when 'ppp ipcp peer-address default' is configured, and the peer renegotiates IPCP.


This issue can only be hit in a very specific case:
- 'ppp ipcp peer-address default' is configured on the interface, to force the peer-address negotiaated by IPCP.
- The peer negotiates IPCP, omitting the peer-address option - so PPP doesn't install a route in the RIB.
- The peer renegotiates IPCP - at which point PPP tries to uninstall the route from the RIB, causing the crash.

The issue is only present in release 3.9.0
