Description (partial)

 On a 10k running 12.2(33)SBC5 on PRE4, after a redundancy linecard failover
and revertback (HCCP), one might see something like the following in the
syslogs. It appears to occur after a hw-module reset of 5/1 in order to bring
the modems from the protect back to the working. (i.e. during a boot-up of
CLC5/1. Perhaps related to defaulting the interfaces on CLC5/1.)
SLOT 5/1: Jan 13 08:52:17.465 CST: %LINEPROTO-5-UPDOWN: Line protocol on
Interface Cable5/1/2, changed state to down
SLOT 5/1: Jan 13 08:52:17.633 CST: %LINEPROTO-5-UPDOWN: Line protocol on
Interface Cable5/1/3, changed state to down
Jan 13 08:52:31.586 CST: %SYS-3-TIMERNEG: Cannot start timer (0x4588B348) with
negative offset (-1606388296). -Process= "<interrupt level>", ipl= 1

This looks similar to CSCsu77276 and does not appear at this point to be
impacting the modems affected by the redundancy failover and revertback.
After a hw-module reset of CLC 5/1, and then a redundancy linecard failover and
revertback (HCCP)
