The trigger or root cause is in DeviceManager, however. Whenever MGCPStationD registers and sends DeviceStart to DeviceManager, DM immediately resets the FXS port with DeviceDeleteInd to MGCPStationD. This makes the MGCP FXS port reset repeatedly. 


When CallManager becomes oversubscribed (to many phones registered) it will trigger this memory leak.  When the number of devices  exceeds the max configured it will trigger this bug.
