Description (partial)

Symptom:
This has been seen with an upgraded CSM from a pre 3.3.x to a 3.3 version.  CSM 3.3.x will push out a default privilege level for the aaa accounting command if none has been specified.  The problem is that the firewall does not accept a "0" for the privilege.  If you don't specify a privilege then it is a 0.  You can only specify 1-15 when using the privilege command.

Conditions:

CSM 3.3.x
Upgrade from a pre 3.3.x code.
