Description (partial)

Symptom: Unable to delete a card when no provisioning exists on the card. 

1) Provision one OC3 card in 2 ONS15454 nodes.
2) Provision one MRC12 cards, with 1 OC48 port in each of the OCS15454 node. 
3) Create server trails between the OC3 cards & MRC 12 cards provisioned on each node. 
4) Create a Vt circuit routed through the server trail created on the OC3 cards. 
5) Bridge and Roll a Vt 1.5 circuit from the OC3 server trail span to the MRC12 card span. 
6) Delete the server trail created on the OC3 cards. 
7) Try deleting the OC3 card in each node.
8) The OC3 card can not be deleted.
9) The issue is applicable to any optical card which will act as a rollFrom card.
