Cisco Bug: CSCte28606 - Link flaps,when failure duration is < LI timer value with SW-LCAS ckts

Symptom: On CE1000-4 card,link flaps before failure duration reaches provisioned LI timer Value Conditions: 1. create a end to end link between CE1000-4 cards 2. provision LI timer value 3. inject network failure like LOF,AIS etc for less than time configured for LI timer 4. link goes down even though failure duration is less than LI timer configured. basically there is lag of 1100 ms for eg.For LI Timer value of 4,000 ms, Ethernet links at two ends stayed up ONLY if the network failure duration(injected AIS-P/AIS-L/LOF) is shorter than 3000 ms. They went down( CE-1000 ports) for network failure duration of more than or equal to 3000ms even though provisioned value is 4000ms.
