Symptom:

Customer reports:

"On dozens of devices I have `logging host 10.101.68.250 session-id string R-AND-S`
configured. After adding or removing another syslog server configured as `logging
x.x.x.x`, IOS halts sending the s_id field to 10.101.68.250.  This issue is seen on 4500,
3550, 3560, 3750, 3700, 2800, and 3800 series devices.  After removing and adding `logging
host 10.101.68.250 session-id string R-AND-S` the s_id field is present in syslog messages
once again."
