Cat3560E detect packet that is shaped as 'Symbol error'.
Conditions:

traffic generator : Sending more than 17Mbps traffic
c7201 : Exec shaping on Gi0/3.
        The shape rate is 17Mbps
3560E : Detect 'Symbol error' on Gi0/22.

3550-12T : Make EIGRP neighbor between c7201
           The EIGRP sometimes down when this pehnomenon is happening


[Reproduce Step]
1) Set up above topology
2) Sending more than 17Mbps traffic from traffic generator
3) Cat3560E start detecting 'Symbol error' on Gi0/22
4) The LED of Gi0/22 keep blinking Geern and Amber
5) The EIGRP neighbor falpping happens between c7201 and 3550-12T
