Description (partial)

Symptom:
Sup6-E uplink ports go to suspended state and stop forwarding traffic.

Conditions:
The issue is seen in releases prior to 12.2(53)SG03 12.2(50)SG06.
The switch is configured with redundant SUP6-E in SSO mode
Under very rare circumstances that all the uplink ports on one of the supervisors SUP6-E may be suspended.  Subsequent switchovers do not bring the uplinks back up.
