Description (partial)

Symptom:
ME3400 with certain SFPs may incorrectly show the interface as up/up in the following scenario:-
- When interface is configured to be shutdown
- Switch is reloaded
- After bootup, no shut interface
- local interface will be up/up however remote interface will be down

Conditions:
This behaviour was observed on a ME3400 with 100BaseLX-FE SFP running IOS 12.2(46)SE, 12.2(52)SE, 12.2(53)SE.

Which platforms are effected:
All platforms which use DUAL media PHYs and SGMII connections to the PHY.
Here is a list of the Platforms that I believe use SGMII Interface from Phy to ASIC, and have these Dual Media solutions:
•	WS-C3560-8PC & -12PC
•	Any of the 2960 SKU's that has a "C" in the last part of its PID (i.e. WS-C2960-24TC-S)
•	ME3400 SKUS
•	ME-3400E SKUS
•	CE500/CE520 "C" in the last part of the PID
•	IE3000
